It's way more than just a look back in history. The themes of humanity they explore are incredible and having a very large cast of characters that are all deep and interesting is incredible. I thought True Blood took major steps backwards this season, despite a game changing episode a few weeks ago. I have not watched The Good Wife, though I hear good things, so probably by default Mad Men is #2. Even though it is not currently on I like Big Love better and am almost certain to like Boardwalk Empire better as well. But Breaking Bad is overwhelmingly #1 to me. Obviously. Possibly by default.
